Research question

Can a reviewer who did not handle the renewal reconstruct the inputs, decision, authority, communication, and final state from the controlled record alone? The question targets provenance and handoff reliability rather than the commercial merits of a specific offer.

Methodology

We mapped six source classes: executed lease, current rent record, documented market inputs, maintenance or service history, owner instruction, and resident communication. Each was tested across capture, attribution, approval, and closure. The proposed audit samples records from different properties and reviewers, masks personal information, and scores only whether required evidence exists, is dated, and remains linked to the decision.

Evidence and interpretation

The model draws general recordkeeping principles from NIST information quality resources, HUD housing resources, FTC business guidance, CFPB consumer resources, Census housing data, and BLS rent information. These sources differ in purpose; they support source discipline and context, not a universal renewal policy.

Limitations

This is a control design, not a representative outcome study. It does not establish lawful notice, permissible pricing, retention periods, or fair-housing compliance in any jurisdiction. A complete record can still contain a poor decision, and a missing field does not prove misconduct.
