An owner distribution decision can be delayed by a packet that shows a bank balance but not the obligations, timing, or exceptions behind it. A good packet makes the decision inputs visible while leaving the decision with the authorized financial owner.

Assemble the applicable entity and period, reconciled cash source, restricted or designated amounts, approved reserves, unpaid obligations, pending receipts, material exceptions, proposed amount, preparer, and decision owner. Link every total to its current source.
